Local Industries Included In Stabilization Locally-needed industries such as restaurants, laundries ana hotels are included along with agricultural and industrial war production activities in the recently-announced statewide em ployment stabilization program of the war manpower commis sion, according to Jack Almeter, local office manager of the Unit ed States employment service for Klamath Falls. 'X.. C. Stoll, area war man power director for Oregon, de clared restaurants, laundries and hotels essential to the war ef fort several months ago in the Portland metropolitan area," Mr. Almeter said, and in effect, the stabilization program ordered for this and every other Oregon county is merely an extension of the job stabilization program de veloped by the WMC and admin istered by the USES in Port land." Commenting On the extension of the labor control plan into Klamath county, Mr. Almeter said that wasteful turnover in employment ranks has been cut to a considerable degree in the P o rt 1 a n d metropolitan area where the stabilization program has been' in effect for several months. - Here, as in Portland, job. changes can be made only when clearance is granted through . prescribed channels, with certification by means of "certificate of availability" or transfer slip. Quoting from WMC Area Chief L. C. Stoll's recent direct ive, Mr., Almeter said that "for That :'s Just the Beginning! COrAl Vo' A ot' feMa to AW Class Play Program some time the war manpower commission has been promoting voluntary control over the trans fer of workers through what is known as employment stabiliza tion plans. The basic purpose of these plans is to see that workers are placed in positions which will fully utilize their skills to the best interest of the war effort. "The plans just adopted . for Klamath county spell out those conditions of transfer which are in the best Interest of the war effort. In general, they say specifically that workers cannot transfer from one essential activ ity to another except with avail ability certificates issued either by the employer or local USES officials representing the war manpower commission in this county." "The exception to this rule," Mr. Almeter said, "is that farm workers may transfer from one. agricultural activity to another without the need for a clearance slip or a certificate of availabil ity. However, should a worker presently employed in agricul ture desire to transfer to another type of war production work, he cannot do so without a clearance slip or a certificate of avail ability."
